Martin R. Fitts - Director, CCCI

Beginning January 1, 2009, Martin Fitts took over the direction of a new organization, The Center for Competitiveness in the Construction Industry (CCCI).

Fitts has served as a neutral in labor-management relations for over 20 years. He facilitated the formation of the Lima Area Labor-Management-Citizens Committee in 1988, and served as its executive director from 1989 until 1992. He has served as the executive director of the Toledo Labor-Management-Citizens Committee since 1992.

An experienced arbitrator and mediator, Fitts has served as a neutral in over 350 grievance arbitration and grievance mediation cases, as well as performing collective bargaining mediation. He serves on the arbitration rosters of both the Federal Mediation & Conciliation Service (since 1994) and the National Mediation Board (since 1998). He also serves as an arbitrator, fact-finder, mediator and conciliator for Ohio's State Employment Relations Board (since 1994).

Fitts has developed and delivered training on interest-based negotiations and grievance resolution, worker adjustment committees, and labor-management issue resolution. He also has served as the neutral chair of several joint worker adjustment committees, for both public and private sector employers and unions.

Prior to working as a labor relations neutral, Fitts spent a decade working in various economic development and government affairs positions in both Toledo and Lima, Ohio.

Fitts holds a Bachelor of Arts degree in political science, a Master of Public Administration degree, and a certificate in human resource management, all from the University of Toledo. He has also been trained in basic and advanced group facilitation processes.

Sandra Simon - NOCLMC Executive Director

Sandra became the Executive Director of the Northwest Ohio Center for Labor-Management Cooperation in February of 2000. Prior to that she was the program manager for the Center for eight years. Prior to joining the Center she was a retail marketing executive for eight years.

Sandra is a graduate of The University of Toledo in psychology and communication and is pursuing her Masters Degree. She is a certified consultant and trainer for Myers-Briggs Type Inventory, Situational Leadership, and Human Synergistics.

Her work at the Labor-Management Center puts her in the role of convener, counselor, consultant, trainer, community volunteer, economic development specialist, and most importantly, change agent. The Center serves 26 counties in northwest Ohio which allows Sandra to travel and touch hands with many different organizations and leaders, both union and management.

Sandra has worked with over 50 joint Labor-Management Steering Committees and helped to train over 200 process facilitators.

As a change agent, Sandra has experienced and learned from many people in all walks of life, especially those in leadership. Her communication background mixed with her organizational development experience in psychology gives her a framework for helping others become better leaders – either individually or within joint steering committees in the workplace.

Sandra lives in Sylvania, Ohio, with her daughter, Catie, and son, Paul.
